ENI WISHES TO RECEIVE EXPRESSIONS OF INTEREST FROM INTERESTED PARTIES WITH PROVEN SKILL AND EXPERTISE IN THE DESIGN, CONSTRUCTION AND OPERATION OF LIBRARIES, FOR THE ENGAGEMENT OF A BUILDING/ ARCHITECTURAL AND A LIBRARY SPECIALIST FUNCTIONS IN DILI, TIMOR-LESTE.
BACKGROUND
In 2007, eni became operator of the JPDA PSC area 06-105, and in 2008, discovered the Kitan oil field. In 2010, a Field Development Plan (FDP) for the Kitan oil field was approved by the Timor-Leste National Petroleum Authority (ANP). Since 2009, eni has participated in a working group and steering committee to support the design and build of a National Library in Dili, Timor-Leste.
The working group and steering committee, composed of the Secretary of State for Culture, Secretary of State for Natural Resources, ANP and eni, have agreed the terms of reference of these two functions, in support of progressing the concept selection of the project development process.
FUNCTION DESCRIPTION AND REQUIRED COMPETENCIES
Building/Architectural Specialist
The Building/Architectural Specialist function supports exclusively the objectives of the Working Group regarding physical design and construction of the building. The main tasks and deliverables of this function are:
· Coordinate site and geotechnical survey of the land and preparation of the concept development, including the preferred options for the quantitative dimensions of the project.
· Assist with the information requirements of the tender process
· Draft the terms of reference for the International Design & Build tender process,
· Determine a detailed schedule of the project.
· Determine a detailed cost estimate.
· Revise and prepare a detailed budget.
· Develop a Project Concept Selection Report and Spending Proposal.
· Working closely with Ministry of Education to ensure policy considerations are included in the scope of work.
Competencies
· Expertise in designing and building public structures, preferably libraries.
· Experience in working in
· Experience in international design & build tender processes.
· Ability to communicate in Timor-Leste’s official and working languages .
· Ability to deliver capacity building.
· Ability to produce reports in Tetum.
· Liaise closely with Working Group
Library Specialist
The library specialist function supports both the objectives of the Working Group (Physical design and construction) and the Ministry of Education (policy direction, training and library material acquisition).The main tasks and deliverables of this function are:
· Provide input to the Terms of Reference for the Design & Build tender process.
· Determine specific library infrastructure requirements.
· Assist the Ministry of Education in drafting the required legal framework for the National Library
· Determine training requirements and commencing training programs.
· Create a detailed educational and cultural policy statement for the project
· Prepare an acquisition, collection and storage plan for the library content.
· Developing a collection policy for books and archives for the National Library
· Prepare a preliminary Human Resources Plan.
· Identify the competencies required for the operational phase.
Competencies
· Expertise in libraries and archives
· Experience in consulting on international library designs
· Liaise closely with Ministry of Education, eni and ANP through the Working Group.
· Desirable to work within the Ministry of Education.
· Ability to communicate in Timor-Leste’s official and working languages.
· Ability to deliver capacity building.
· Ability to produce reports in Tetum.
DURATION AND LOCATION
The contractual period for these functions is 7 months. The expected starting date is mid November 2010. The Library Specialist function will be based in the Ministry of Education The Building/Architectural Specialist function will liaise closely with the Infrastructure Unit of the Ministry of Education. Continuous presence in the assigned location is expected.
