QUALIFICATIONS:

Masters degree in Library Science (MLS) required. Trainee: Applicants must have completed at least 75% of required course work towards a MLS and submit a letter from the dean of the library school that states the number of credit hours already obtained and that the candidate can complete all masters degree requirements within twelve months.

CONDITIONS:

Selected applicant must have or obtain, and maintain a valid North Carolina driver's license with an acceptable driving record; must have access to transportation; background check with local law enforcement agency required; and must submit to a drug-screening test and receive a negative result for the use of drugs specified in the county policy. Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.

DUTIES:

Performs proactive reference; answers complex customer questions about information and technology resources. Performs intermediate troubleshooting of library equipment. Trains the public in the use of library resources and equipment, including online catalog and databases. Resolves intermediate customer complaints; refers more complex issues to branch manager or Information Services Manager. Knows, enforces, and interprets rules governing the use of the library. Provides in-depth readers' advisory services. Staffs the online chat reference and text reference services as assigned. Provides one-on-one instruction/training for customers on an appointment basis (Book-a-Librarian). Prepares, presents, and schedules classes on basic and intermediate computer skills for the public. Prepares and presents programming for adult and all-ages audiences. Prepares and presents training for staff on work-related topics (fundamentals of reference, database searching, readers' advisory, new technology, etc.). Serves as a working member of councils and committees as assigned (adult programming committee, web team, innovation review team, database task force, etc.). Acts as key holder/Person-in-charge in absence of branch manager or department manager. Working with immediate supervisor, may hire, supervise, train, evaluate, and schedule assigned subordinate staff. Provides input on performance evaluations of subordinate staff not directly supervised. Participates in publicity and marketing of library resources and events. Assists in creating and maintaining branch displays of library materials. Writes library-related newspaper columns. Creates brochures and bibliographies on library resources. Performs outreach to community groups and organizations. Hosts and facilitates library book clubs. Assists in compilation and reporting of statistics. Participates in collection maintenance, including weeding and discarding items and identifying and recommending replacement titles and new materials. Keeps up with current trends and issues in librarianship via professional reading and participation in library-related listservs, webinars, etc. Attends off-site professional workshops, trainings, and conferences. The employee is expected to perform other tasks as directed by their manager or supervisor.  Performs other related duties as required or assigned.

QUALIFICATIONS:

Master's Degree in Library Science (MLS) required.  Must have three years experience as a MLS professional youth/children's librarian in a public library and one year of library supervisory experience. [Trainee candidates must have at least 30 months (2 ½ years) experience as a MLS youth/children's librarian in a public library and six months of library supervisory experience]. 

CONDITIONS:

A driving record and criminal background check will be conducted on selected applicants. Employees must have a current, valid North Carolina driver's license with a safe driving record and maintain a safe driving record throughout employment.  An offer of employment is contingent upon drug-screening test and receipt of negative results.  Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.

DUTIES:

This position is responsible for performing complex professional library work; system-wide planning, implementation and evaluation of the youth services programs; collection development responsibilities for customers birth through 18 years. Considerable independent judgment and initiative as well as interpersonal skills are needed to coordinate the work of others. Demonstrated ability to build effective teams to accomplish youth services goals and objectives. Responsible for the supervision of subordinate staff, Assistant Youth Services and Smart Start Coordinators and offers input on the evaluations of all staff. Coordinates, develops, produces and implements policy and procedures manuals pertaining to area of responsibility. Coordinates special services and materials grants for youth services with the Deputy Director. Develops, coordinates, and monitors system wide regular weekly programs, special events, reading programs, etc. for youth and adults interested in materials and services for this age. Develops guidelines in programming standards and assists each library facility in setting and achieving goals in programming, including the number and appropriateness of programs. Cooperates with the Division Manager for Marketing & Communication to ensure the timely ordering of materials for children; consults with and directs the Assistant Youth Services Coordinator in ordering YA/teen materials for the system and provides budgetary input on the youth budget. Assists in ongoing assessment of the youth collection. Assesses community needs to determine library service responses in youth programs. Identifies opportunities and advocates library participation in community, state and national events that deal with youth. Serves on internal library councils: Youth Services, Public Services Managers and Director's Advisory. Serves as Chairperson of the Youth Council. Meets with the Librarian II's assigned to Youth Services and the Assistant Youth Services Coordinator on a regular basis. Works with Division Manager to promote and publicize services, materials and programs for youth. Oversees the development of special customer aids in support of youth services such as bibliographies, books reviews, etc. Represents the library at parent, teacher and other child advocacy group meetings in the community.
