Position Summary

IREX seeks a qualified professional to fill the position of Program Coordinator – Media, Technology, and Civil Society Division. The Program Coordinator will be an integral part of the team working on IREX's technology for development programs with specific responsibilities for the library modernization programs in Moldova, Romania and Ukraine. The Program Coordinator will contribute to daily headquarters support of the programs, provide financial oversight, and contribute to new business development. The position will be based in Washington DC with occasional travel.

 

More specifically, the Program Coordinator will provide support to the Global Library (GL) program in Moldova on day-to-day management activities such as program procurement and communications. In addition, the position will work closely with DC and field staff on monitoring and evaluation systems and impact reports for the GL programs in Romania, Ukraine and Moldova.

 

The Program Coordinator must be very detail-oriented, well organized, have strong decision-making skills, able to work independently, skilled at handling multiple tasks, and committed to adhering to deadlines.

Duties & Responsibilities

  • Lend guidance and support to Global Libraries Impact Specialists in Moldova, Romania and Ukraine, including assistance in design of various monitoring and evaluation instruments and interpretation of results
  • Contribute to semi-annual progress reports and compile the annual impact planning and assessment reports for Moldova, Romania and Ukraine to donor
  • Represent IREX in the donor's GL Impact Working Group

·         Assist with all steps of subgrant management, including due diligence and risk assessments of grantees, subawards and monitoring plans, internal review process, tracking and overall monitoring;

·         Manage consultant agreements, logistics, and payments;

·         Coordinate headquarters communications strategy for GL Moldova (including but not limited to program publicity materials and web pages)

  • Track and analyze financial data including program expenditures, program budgets, forecasts and recasts, and grantee and vendor payments;
  • Process wire and check requests according to IREX procedures;
  • Support senior staff and development officers in researching and developing proposals and other tasks as deemed necessary for new business development;
  • Other administrative and programmatic duties, as needed.

Qualifications

  • BA in international development, economics, sociology or library and information sciences. MA preferred;
  • Minimum 2 years of experience in international development, preferably focused on civil society, access to information, and/or technology for development, including grant management and backstopping experience;
  • Minimum 1 year of experience in monitoring and evaluation of international development programs, including development of performance metrics, results frameworks and impact assessments;
  • Exceptional analytical skills including ability to synthesize large data sets into coherent reports and experience with data analysis tools, such as SPSS, STATA (strongly preferred);
  • Experience with public access to information programs such as libraries, telecenters, mobile applications or others in a development context (preferred);
  • Superior writing and reporting skills;
  • Knowledge of relevant software, including MS Office and Publisher; experience in graphic design, InDesign, Acrobat, and WordPress preferred;
  • Strong organizational skills including ability to prioritize and multi-task;
  • Proven cross-cultural communication skills and ability to work as part of a team;
  • Foreign language skills: proficiency in Russian and/or Romanian (preferred); and
  • Candidates with a background in library science or experience working with libraries are especially encouraged.
