SALARY:

$53,979/year

QUALIFICATIONS:

Master’s Degree in Library Science (MLS) required. Must have five years experience as a MLS professional youth/children’s librarian in a public library system including three years library supervisory experience.

Equivalent Training and Experience:

Trainee candidates must have at least 4 ½ years experience as a MLS youth/children’s librarian in a public library system and 2 ½ years of library supervisory experience

CONDITIONS:

Selected applicant must have or obtain, and maintain a valid North Carolina driver’s license with an acceptable driving record; must have access to transportation; background check with local law enforcement agency required; and must submit to a drug-screening test and receive a negative result for the use of drugs specified in the county policy. Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.

DUTIES:

Directs system wide Youth Services planning and programming. Develops, coordinates, monitors, and evaluates program standards for each location. Works with Librarians II to develop programming for each location and directs the resource sharing between branches. Working with the Library Learning and Innovation Manager, coordinates Youth Services training in youth librarianship, programming, literature evaluation, storytelling, puppetry, book talking and reference. Oversees use of technology in Youth Services as tools for learning

Coordinates Youth Services collection development. Maintains reports and records of programs and other statistical information pertinent to Youth Services. Coordinates the selection, maintenance, and dissemination of system wide program resources such as puppets, craft supplies, etc. Serves as Chair of the Youth Services Advisory Council and Youth Leadership Team. Actively participates on various internal team/committees e.g.  EDMT, Public Services Managers and Director’s Advisory Committee, Database Task Force and Online Presence Team.

Conducts regular site visits and meets with Librarians II to assess services, programming, and related resources. Cooperates with the Branch Managers and YS Librarian II’s in the selection and evaluation of staff assigned to Youth Services in the system. Coordinates, develops, produces and implements policy and procedures pertaining to Youth Services. Recommends furnishings and equipment to enhance services to youth in library locations. Works with Library Awareness Coordinator to maintain a list of school, daycare, and other outreach venues to reach youth and their parents. Further oversees the development of outreach to these venues. Coordinates marketing and public awareness of youth services and resources. Works with the Marketing and Communications Division Manager to promote and publicize services, resources, materials and programs for youth. Works with Library Awareness Coordinator to organize and monitor children’s deposit collection outreach program. Represents the library at public outreach opportunities such as parent, teacher and other child advocacy group meetings in the community. Identifies opportunities and advocates library participation in community, state and national events that deal with youth. Oversees development of special customer aids in support of Youth Services such as bibliographies, books reviews, etc. Assesses community needs to determine library service responses in youth programs. Develops close working relationships with the school system personnel and other agencies in service to children and parents to ensure awareness of library resources and to create innovative programs and services that span agencies. Pursues grants for Youth Services in partnership with the Marketing and Communications Division Manager, including but not limited to: Identifying grants, writing grants, assigning and supervising grant writing, monitoring grant projects, submitting final grant reports. Supervises and evaluates the work of the Emerging Adult Services Specialist to ensure full services to teens and young adults. Supervises and evaluates the work of the Administrative Officer for Smart Start and any other similar programs. Oversees Youth Services programming budget lines in both the county and Friends budget and provides input on budget needs to the Director. Pursues professional development by attending workshops, seminars and webinars and by reading professional journals.  Promotes youth issues and innovations to the staff. Works with Smart Start Program Officer to develop grant applications and budget. Other duties as assigned.
