QUALIFICATIONS:

Master of Library Science degree (MLS) required with 18 months experience as a MLS professional librarian in a public library.

Equivalent Training

Master's degree in related field and four years' experience in a K-12 educational institution or public library youth services department accepted; or Bachelor of  Arts or Bachelor of Science  followed by six years' experience in a  K-12 educational institution or public  library youth services department.

North Carolina Public Library Certification within 18 months of employment.

CONDITIONS:

Selected applicant must have or obtain, and maintain a valid North Carolina driver's license with an acceptable driving record; must have access to transportation; background check with local law enforcement agency required; and must submit to a drug-screening test and receive a negative result for the use of drugs specified in the county policy. Refusal to submit to testing or a confirmed positive test shall be basis for withdrawal of the conditional employment offer.

DUTIES:

An employee in this position assists the Programs & Services Coordinator in the coordination of system-wide Youth

Services. Assists in the development of a strong service area for customers, ages 13 to 23.  Job duties include developing and coordinating programs and services that focus on the information and recreational needs of teens and new adults. Assumes responsibilities for Youth Services in the absence of the Programs & Services Coordinator. Develops and implements dynamic system-wide services; coordinates and develops system-wide activities such as the annual Teen Summer Reading Club, Teen Read Week and STEM programming; develops innovative programs and ensures their replication at various locations; encourages the development of programs by other Youth Services staff and facilitates the sharing of programming resources. Leads a team approach by collaborating with staff and community partners to provide engaging and effective workforce development programs for ages 13 to 23; works closely with the library workforce development team leader to achieve this goal. Compiles, prepares and maintains reports, records and statistics. Manages budgets and expenditures as assigned. Assists the Programs & Services Coordinator in setting agendas for Youth Services Council meetings. Assists in the promotion of teen and new adult services and resources. Prepares and develops bibliographic tools to encourage use of the library's collection and resources. Promotes Youth Services by speaking to teachers and other faculty groups as well as community groups serving, or interested in teens and new adults. Coordinates outreach visits to middle and high schools with other Youth Services staff. Coordinates the sharing of assignment information with library staff to ensure optimum reference assistance for students. Performs reference assistance to all customers as scheduled. Provides training for Youth Services staff and other staff related to serving youth, ages 13-23. Develops resources for on-going training and education related to youth, ages 13-23. Under the direction of the Programs and Services Coordinator, identifies and writes grants for the enhancement of Youth Services. Pursues professional development by attending workshops, seminars and webinars and by reading professional journals. Performs other related duties as required or assigned.

QUALIFICATIONS:

Master of Library Science degree (MLS) required

Trainee candidates must have completed at least 75% of required course work towards a MLS and submit a letter from the dean of the library school that states the number of credit hours already obtained and that the candidate can complete all Master's degree requirements within twelve months.

North Carolina Public Library Certification within 18 months of employment.

DUTIES:

An employee in this position is responsible for providing advanced library services to customers at youth services desks by answering reference questions and assisting youth, parents, and caregivers with the selection of material. Develops and presents programs for youth, birth through grade 12.  Assists in youth collection development. Maintains an efficient, dynamic and customer-service oriented youth department under direction of Youth Services Librarian II in regional branch and under direction of branch manager in community branch by (but not limited to): Assisting youth and adults in obtaining information from a variety of print and electronic resources in person and by telephone. Assists customers in computer labs. (Supervises, trains, evaluates and schedules subordinate staff in the community branch setting and provides input on performance evaluations of subordinate staff not directly supervised.) Develops and conducts age appropriate programs for youth both within the library and at other venues outside the library. Promotes library Youth Services and programs through, but not limited to public outreach such as informational fairs, school and/or child care center visits, and writing occasional articles as requested. Assists in collection development for the department and branch as assigned by purging obsolete or worn materials, makes recommendations for replacement materials. Serves as working member of the Youth Services Council and other councils as assigned. Participates in development and presentation of system wide training in skills related to youth services including oral storytelling, puppetry, readers' advisory and youth literature. Prepares and develops content for brochures and informational literature for children and caregivers in print and electronic formats. Assumes responsibility as the person in charge for the department in the absence of department manager as needed. Works in collaborative efforts with other community agencies. Reports and documents incidents of conflict or disruption of service, calls for emergency services as needed. Creates displays to promote library resources, services, or programs. Participates in professional training and activities to keep current on issues and trends and to further professional development.

Performs other duties as assigned.
