Position Description

The consortial support librarian is responsible for day to day management and oversight of all aspects of the operations of, and planning for the NERL Consortium, a group of 28 research and 80 academic libraries. The position will provide opportunity for the Librarian to grow and develop professionally through increasing levels of responsibility as NERL expands its efforts.  The highest levels of customer service, communication, and standards for excellence in all areas are essential.

Consortium Librarian will work in back office operations to build, manage, and provide support to the Consortium’s member libraries for the negotiation and licensing of electronic resources. The Librarian demonstrates flexibility, creativity, and imagination in their work and adapts to and helps shape a continuously evolving work environment. Provide consistently high quality service to the University and Consortium member libraries, and helps meet the needs of the local, national, and international teaching and research communities.

Responsibilities

1.      Supports day to day workflow of the consortium.

2.      Facilitates communication and coordination of member activities and efforts.  Communicates clearly, effectively and professionally in a timely manner.  Is able to work effectively in a virtual electronic environment.  Monitors and assesses the needs of the membership.  Arranges forb access and solves member libraries' E-Resource problems, access interruptions; and liaises on behalf of member libraries to the large number of vendors and publishers with whom the consortium has agreements.

3.      Collaborates with members to identify and pursue new E-Resources, solicits feedback from the membership, initiates, tracks, and maintains vendor contacts and progress through the lifecycle of electronic resources.  Performs analysis on usage data for licensed resources.

4.      Is expected to keep abreast of the latest technologies in electronic resource management, access and licensing issues that serves to foster successful and rich electronic collections at research and academic institutions.

5.      Negotiates and interprets library license terms for members; negotiates and modifies terms with information providers. 

6.      Expected to maintain a current awareness of consortial issues and electronic resources in academic settings.  Participates in national professional organizations and collaborative activities.     

7.      Will be required to think independently and be motivated to solve problems and develop cost effective strategies.  Will be required to make sound decisions to enhance and forward the efforts of the consortium as well as present new ideas.  Provides leadership on projects.  Will oversee and supervise the work of administrative support employees.

8.      Performs other duties as required.

Qualifications

Master’s degree in Library Science from an American Library Association accredited Library school.  Appointment to this rank is limited to two years at which time it is expected that the individual will develop necessary requirements to meet expectations of performance at the Librarian 2 level. Appointment to the rank of Librarian 2 requires a minimum of two years of professional experience and demonstrated professional accomplishments appropriate to the rank. Appointment at Librarian 3 requires five years of relevant professional library experience and demonstrated professional accomplishments.

Knowledge of current and emerging information technologies and publishing formats, authentication types, database and Internet searching proficiencies. Demonstrated ability to function and work in a collegial, fast-paced teamwork-oriented environment, cooperatively within and across organizations in person and remotely via electronic or telephonic methods. Self-motivated, superior attention to detail, organizational skills, analytical and communication and interpersonal skills.  Possesses a strong sense for providing excellent customer service and has an ability to work with varied groups and individuals. Experienced with common computer programs, MS Excel, MS Word, Adobe Acrobat, and FileMaker or MS Access.

Demonstrated ability in some of the following areas is required:

·        developing and maintaining web pages in Drupal;

·        developing FileMaker/MS Access queries and reports;

·        creating complex excel spreadsheets, pivot tables, financial and usage data analysis;

·        reviewing and identifying issues with E-Resource license agreements;

·        excellent mathematical skills; and experience running a small business with respect to all aspects of accounting and fiduciary responsibilities is highly desirable.
