Santa Clara County Library invites applications for the position of Library Services Manager. Library Services Managers serve on the Management Services team, with responsibility to develop, direct, and manage system-wide library services including collection development, programming, staff training, community partnerships, and other services that require coordination across multiple communities. System-wide responsibilities may include service to residents of all ages, or to a specific clientele. The current opening is the Library Services Manager for Collection and Reading, which is based at the Library Administration offices in Los Gatos, and reports to the Deputy County Librarian for Information Technology and Collection.

 

Santa Clara County Library is one of the most heavily used and most well funded library systems in the country. The Library is one of eleven libraries nationwide to be included in the top ten libraries in its population category in every published edition of Hennen’s American Public Library Ratings Survey. The Library includes seven community libraries and one branch in addition to administrative offices, bookmobile service and a literacy program. Serving a population of 427,000 residents in the heart of Silicon Valley, the Library circulates over 12 million items per year to 3.5 million visitors. Salary:

$42.46 - $51.61 Hourly
$3,396.64 - $4,128.72 Biweekly
$7,359.39 - $8,945.56 Monthly
$88,312.64 - $107,346.72 Annually

 

Benefits:

There are a wide variety of benefits available to County of Santa Clara employees. These benefits include: health, dental, vision, life insurance, optional life and disability insurance plans, flexible spending account for health care, dependent care assistance program, an employee assistance program, and a deferred compensation program.  The County of Santa Clara participates in the Public Employees’ Retirement System (PERS). The County pays 100% of the employer share and, in most cases, pays and reports 100% of the value of the employee share as special for the purpose of retirement benefit calculations. The PERS retirement program is 2.5% at 55 for the Library Services Manager position.

 

Employment Standards:

Possession of a Bachelor's Degree in any field and a Masters Degree in Library Science or Library and Information Science from a university accredited by the American Library Association.

Five (5) years of recent professional library experience, including two (2) years comparable to that of a Santa Clara County Community Librarian or higher level librarian.

Possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County Driver's Permit.

Knowledge of:

Library administration and organization;

Principles and practices of planning, organization and management techniques as applied to a public library system;

Organizing and supervising library programs and policies;

Principles of supervision and staff development;

Library services and programs and their relationship with community needs;

Library materials including online resources;

Collection development practices, selection sources and vendors.

 

Ability to:

Plan, organize and direct a comprehensive program for providing library services;

Evaluate the work of subordinates;

Analyze budgetary and staffing requirements and make recommendations;

Direct professionals and para-professional personnel at various locations;

Analyze community needs and develop collections to meet those needs;

Work effectively with other departments, library jurisdictions and community partners;

Communicate effectively, both verbally and in writing.

 

Typical tasks:

Implements and communicates a system-wide vision, as described in the department's strategic plan, that assures quality services throughout the library system to meet the changing needs of the community;

Develops policies and procedures relating to reference services, collection development, and Bookmobile services;

Oversees special programs such as Literacy and other related programs;

Develops effective partnerships with the community;

Administers, supervises and coordinates the activities and budget of services for the library system;

Develops and coordinates the training of staff;

Manages and coordinates the selection and ordering of materials; contacts vendors to obtain cost effective and efficient services; acts as the Department purchasing agent in order to verify invoices;

Plans, directs, and evaluates Bookmobile services;

Hires, trains and evaluates subordinate personnel;

Plans, directs, and evaluates reference services;

Promotes open communication between service groups and library divisions;

Attends community and professional meetings and conferences;

Represents the County Librarian or Deputy County Librarian;

Recommends and approves methods of library services and policies;

Acts as advocate for library patrons of all ages;

Prepares operational and statistical reports;

Oversees and assists in obtaining available outside funding when necessary through grants and/or contracts;

Manages graphic design, publicity, and promotion activities;

May be assigned as a Disaster Service Worker, as required;

Performs related duties as required.
