The UCLA Digital Library Program serves as the catalyst for the creation, management, and delivery of digital content in support of the UCLA Library mission and goals. The Program provides for the storage and dissemination of digital objects, including text, images, audio, and video in their various digital manifestations and combinations. The UCLA Library provides a web presence for digital collections and projects, and provides storage, backup and digital preservation support for all digital content accepted into, or developed by, the Library. Program staff collaborate with faculty, and instructional and research units across the campus and beyond to develop integrated and innovative platforms and environments that provide a solid foundation for 21st century instructional and research activities.

As a partner in the creation and dissemination of knowledge, the Collections, Research and Instructional Services (CRIS) Department of the Charles E. Young Research Library supports the UCLA community by selecting the resources and providing the services necessary for world class research and instruction. The department is home to subject specialists in the humanities and social sciences, including area studies, government information, and cartographic resources. These subject specialists serve as liaisons to academic departments and research units in their areas of responsibility, partnering with faculty and students on a wide variety of research projects and teaching initiatives. CRIS librarians and support staff serve the faculty and students in these disciplines by cultivating research-level collections in a variety of formats, as well as providing high-level research services, in person, via e-mail, and digital reference. CRIS librarians actively participate in UCLA Library’s Teaching and Learning Services, taking the lead in the design and delivery of specialized instruction sessions for upper-division/graduate level courses.

CRIS administers the Henry J. Bruman Map Collection, comprising more than 750,500 maps from around the world with particular strengths in Los Angeles City and Los Angeles County maps from 1850-1950. The collection also includes atlases, aerial photographs, Sanborn maps, gazetteers, place name literature, online databases, GIS resources, specialized books, and journals about cartography.

Position Duties

Reporting to both the Head of the Digital Library Program and the Humanities and Social Sciences Team Leader in Collections, Research, and Instructional Services, the incumbent is responsible for the following duties:

Digital Scholarship Development and Support:  Provide leadership and planning support for digital projects with mapping and GIS components.  Provide strategic planning and practical decision-making for the technical infrastructure for the map and GIS components of digital projects in support of both teaching and research across the campus.  Collaborate with the Digital Library Program and Digital Initiatives and Information Technology on the creation of, and support for, a range of map geo-referencing, map tiling, and online map delivery services.  Serve as project lead or map/GIS lead on selected digital projects as appropriate.  Serve as the Library’s principal consultant on GIS and digital mapping issues to the UCLA community.  Coordinate the Library’s interaction and collaboration with the campus GIS Coordinator.  Stay abreast of developments in GIS and digital mapping services and promote their use in support of research and instruction.  Provide expert advice on persistence and preservation of GIS and digital mapping resources to Library units such as Library Special Collections, Digital Library Program, and Library Preservation.  Collaborate with colleagues in the Library and on campus to provide strategic direction for data management services.

Collection Development and Public Services:  Oversee the selection, organization, and management of geospatial data sources and attribute data, including geospatial data hosted locally.  With the help of student assistants, manage UCLA Library’s collection of analog cartographic resources, including its extensive print map collection, developing geospatial/GIS projects to enhance access to analog collections.  Collaborate with the Librarian for Digital Research and Scholarship, the Social Sciences Data Subject Specialist, and colleagues from the Cataloging and Metadata Center and the UCLA Digital Library Program to address user needs relating to cartographic and geospatial resources.  Promote geospatial literacy among UCLA students and scholars by offering training opportunities, research consultations, and instruction.  Identify opportunities to expose UCLA Library’s extensive map collection through strategic digitization projects.  In collaboration with the campus GIS Coordinator, work with faculty to integrate geospatial data and cartographic resources into the curriculum.  Advise UCLA scholars on geospatial data management.  Provide individual consultations involving the use, processing, and analysis of geospatial data and/or cartographic resources including print maps to UCLA students, faculty, and staff, as well as off-campus users.  Represent UCLA on the UC/Stanford Map & Geospatial Libraries bibliographers group and other relevant groups/organizations as needed.

The Foundation seeks to recruit a Director, Knowledge, Monitoring and Evaluation. The Director has the overall responsibility to lead, guide and oversee the strategic development, planning and implementation of knowledge management and monitoring and evaluation functions in line with the Foundation’s mission and long-term strategy. The specific responsibilities of the Director, Knowledge, Monitoring and Evaluation will include, but are not be limited to:

1.    Leadership and Management

·         Provide overall leadership, guidance and management of ACBF’s Knowledge, Monitoring and Evaluation (KME) strategy development and implementation in line with the organisation’s vision of making ACBF a globally recognized center of excellence and a leader for knowledge in capacity building in Africa.

·         Lead the development and implementation of the KME framework.  This includes the development of plans, policies, rules, procedures, standards and platforms that guide the overall implementation of all KME activities.

·         Ensure that the KME framework has continued relevance and is well mainstreamed in all the activities of the Foundation through carrying out regular assessments, reviewing systems and implementation of new changes and enhancement for sustained relevance and fitness for purpose and to inform decisions.

·         Anticipate and advise the Executive Secretary on KME initiatives that ACBF should be taking to address existing and emerging capacity challenges and in support of the developmental priorities of the continent.

·         Manage the KME department providing the overall supervision and coordination of the work of the department; development of the annual business plan ensuring compliance and providing guidance to staff to ensure that objectives are met.

2.    Knowledge Management

·         Coordinate the development and strengthening of the Foundation’s knowledge generation, sharing and utilization process by creating a strong internal and external awareness leveraging knowledge generated through implementation of ACBF’s capacity development interventions.

·         Integrate and promote knowledge sharing through the Foundation’s operational business processes and systems to facilitate seamless exchange of information systems while strengthening the importance of knowledge management into all strategic planning at all levels synthesizing results generated, success stories and lessons learnt.

·         Establish and manage the building of knowledge sharing networks among the Foundation’s donors, member countries, think tanks and other partners based on the areas of the Foundation’s interventions; Serve as the Focal Point for the Foundation’s Strategic Studies Group.

·         Collaborate with the IT in the development of knowledge infrastructure and selection of knowledge and learning instruments, ranging from the application of advanced state-of-the art electronic/digital systems and online virtual knowledge networks to support learning, knowledge dissemination and information sharing. 

·         Lead and coordinate operations-related quantitative and qualitative research and thematic/development-oriented research relating to capacity development and management issues aligned to the Foundation’s key areas on intervention to capture and share key lessons learned.

·         Serve as Task Leader/Coordinator of the ACBF’s Flagship Africa Capacity Indicators Report (ACIR); the preparation and production of knowledge database and products such as Occasional and Working papers, Brown Brown Bag seminars, High Level Forums (HLFs).

·         Ensure overall coordination of Component 1 (Knowledge Management) of the ACBF-African Development Bank (AfDB) partnership – African Community of Practice on Managing for Development Results.

3.    Monitoring and Evaluation

·         Oversee the development of evaluation tools, processes and ensure that they are in place and consistent with guidelines and procedures for monitoring and evaluating ACBF-funded projects and the overall organizational performance. This includes setting up a Results Management Framework.

·         Oversee the development of Monitoring and Evaluation (M&E) capacity across the organisation and facilitate organisational learning and the sharing of lessons learned from M&E findings.

·         Guide the process of monitoring performance of ACBF projects through analysis of data for impact evaluation and identify any related project risks in implementing M&E activities.

·         Identify monitoring and evaluation training needs of ACBF staff and projects, and designs and deliver such training programs and materials

·         Organise and lead discussion forums where M&E data is analysed and formulate lessons learned from evaluations and studies to be embedded into broader knowledge management for outreach activities and outside audiences on selected thematic areas.

·         Coordinates M&E capacity building for ACBF grantees and ACBF Operation Departments in understanding and applying the policy on monitoring and evaluation in all project-level designing, planning and implementation.

·         Oversees the annual evaluation work-plan and budget employing broad ACBF participation and, where feasible, cost-sharing arrangements with other ACBF operational units. Identify critical issues for evaluations/assessments; seek for ACBF departments’ feedback and input, and coordinate management’s review and approval of the proposed plan.

SELECTION CRITERIA
Selection will be on a competitive basis   and the following minimum qualifications, experience and competencies are required:

1.       Advanced University degree in Social Sciences (Economics, Public Administration, Development Studies or a Knowledge Management and Monitoring and Evaluation discipline.

2.       Minimum of 10 years of demonstrated and progressive experience in knowledge management, networking and/or organisational learning and monitoring and evaluating international development programs.  

3.       A good understanding of the capacity building discourse with the ability to interact with officials at the highest levels of government, civil society, international organizations and the private sector.

4.       Excellent knowledge and understanding of monitoring and evaluation methods especially in program design and implementation including designing M&E methodologies and tools and the ability to coach and train others in their use

5.       Must be self-initiating and be able to work independently with strong organising, work planning and scheduling skills, capable of handling large volumes of assignments accurately and thoroughly without losing focus.

6.       Excellent English Language skills. Working knowledge of French will be an added advantage.

7.       Excellent communication and presentation skills, both oral and written, proven     ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations

8.       Demonstrated ability to design and conduct qualitative and quantitative research, studied with experience in using SPSS, STATA.
