[CHILD-YA] CfP: Queer(y)ing the World: International LGBTQ+ Literature for Young Readers

Dear all,

I hope that this call for papers may be of interest to some of you. Please disseminate to anyone you think may be interested! We are particularly keen to reach beyond the English-speaking world.

Very best wishes,

Liz and BJ

--

CfP: Queer(y)ing the World: International LGBTQ+ Literature for Young Readers

In the past few decades in English-speaking countries, we've seen a major increase to the number of children's and young adult books published featuring LGBTQ+ themes. But what is the situation like in other languages and other cultures?

In this edited collection, we aim to explore LGBTQ+ literature for young readers around the world, particularly beyond the English-speaking countries/cultures. By LGBTQ+, we include: lesbian, gay, bisexual, trans*, queer, kink, intersex, non-monogamy, and more. We are interested in the intersection of literature, history, and politics, and we hope the various chapters will explore topics such as but not limited to:

· How are sexualities and gender identities depicted in writing and illustration for younger readers? How are queer families and the construction of queer families portrayed?

· How is this depiction influenced by the way the culture in question views queer identities?

· What is the connection between LGBTQ+ rights and literature for children and young adults?

· Who is writing this work and why?

· Which companies are publishing the works?

· What genres are these texts?

· How do words and images interact in these books, if relevant?

· How do LGBTQ+ identities intersect with other aspects of identity, including but not limited to 'race'/ethnicity, dis/ability, class background, size, religion, and so on?

· Are these works getting translated to other languages or are they themselves translations?

· Are there different types of works being written by different groups within the cultures/countries?

· What is the response of young readers (and parents, teachers, and other older readers) to the books?

· How do libraries and library workers engage with these works?

· How has the literature changed over time?

· What sort of work remains to be done in this field?

Please submit an abstract of 300-500 words by 30 April 2017. We will reply with an acceptance or rejection of the abstract and feedback in the early summer and we anticipate that the due date for the submission of complete articles will be at the end of 2017. Articles will be 5000-7000 words, unless otherwise agreed upon. Guidance on style and referencing will be offered in due course. [IFLA-LPD] The Marrakesh Treaty: EIFL FAQs

http://www.eifl.net/news/marrakesh-treaty-eifl-faqs

EIFL has compiled a set of FAQs on common questions concerning implementation of the Marrakesh Treaty for persons with print disabilities

EIFL was an active participant during negotiations over five years at the World Intellectual Property Organization (WIPO) that led to the adoption of the Marrakesh Treaty for persons with print disabilities on 27th June 2013, and its subsequent entry into force on 30th September 2016.

Now EIFL is supporting ratification of the Marrakesh Treaty and its implementation into national law. Based on our experience, we have compiled brief information on a selection of questions that commonly arise concerning the process and substance of ratification and implementation.

The frequently asked questions (FAQs) include the process of joining the treaty, budgetary implications, the role of authorized entities and record-keeping.

We hope the FAQs are useful to librarians and policy-makers. If there are other questions, please contact EIFL Copyright and Libraries Programme Manager, Teresa Hackett: teresa.hackett AT eifl.net

[IFLA-LPD] Marrakesh in Europe: one treaty, two sets of rules

http://www.eifl.net/news/marrakesh-europe-one-treaty-two-sets-rules

While EIFL broadly welcomes European Commission proposals to implement the Marrakesh Treaty, EIFL opposes extra record-keeping requirements for accessible works sent outside the EU

Plans by the European Commission (EC) to implement the Marrakesh Treaty for persons with print disabilities comprise two legislative proposals in a single package.

The first proposal is a Directive that allows for the creation and circulation of accessible format copies of books and other printed material within the European Union (EU). EIFL welcomes the Directive.

The second proposal is a Regulation on cross-border exchange of accessible format copies from EU member states to non-EU countries.

EIFL opposes extra record-keeping requirements in the Regulation that exceed what is required by the Marrakesh Treaty. Article 5 in the Regulation exceeds the Marrakesh Treaty in three ways:

  • It does not specify that 'authorized entities', that is, organizations such as libraries, are allowed to follow their own record-keeping practices and procedures.
  • It requires authorized entities to publish information on the manner in which they comply with their record-keeping obligations.
  • It also appears from the proposed Regulation that rightsholders can make unlimited demands for information about accessible works sent from EU to non-EU countries.

Taken together, these extra requirements could present significant challenges for libraries, especially non-specialized institutions. If left unchecked, these extra requirements could undermine the effectiveness of cross-border exchange with third countries, and thus the very objective of the Treaty - to ensure the 'right to read' for people who are blind, visually impaired or otherwise print disabled.

While the Directive recognizes the need to avoid administrative burdens for authorized entities that are creating and sharing accessible formats within the EU, the Regulation imposes burdens for transfers outside the EU.

To foster the development of a truly global network of authorized entities as envisaged by the Marrakesh Treaty, there should be just one record-keeping standard – the standard set out in the Treaty. The EU should not impose new requirements that will result in one rule for EU transfers and another for transfers to the rest of the world.

To demonstrate true leadership of which EU citizens and libraries can be proud, implementation of the Treaty in the EU must not disadvantage people with print disabilities living in other regions of the world, including in developing countries.

Let's have one treaty, one set of rules.
