[LIBJOBS] United States - Washington DC - Program Officer, Library Development Programs

IREX seeks a qualified professional librarian to fill the position of Program Officer on IREX's Global Libraries programs funded primarily by the Bill & Melinda Gates Foundation. The Program Officer will be an integral part of the team working on IREX's public library modernization and reform programs, including country-based programs in Eastern Europe and Africa, and the globally-focused Beyond Access program. The Program Officer will oversee components of daily headquarters support of the programs, provide library field insight tho programs, serve as a liaison to the library community internationally, and contribute to new business development. The position will be based in Washington DC with regular travel.


Duties & Responsibilities
  • Coordination and implementation of a portfolio of library and technology programs.
  • Coordinate with IREX teams based in the field and DC to ensure complementary use of program resources, staff, and knowledge
  • Reporting and coordination with program donors and partners
  • Recruit appropriate consultants and negotiate terms and scopes of work in accordance with IREX policies
  • Support program publicity and outreach, including producing regular news and program updates; promoting program successes to a variety of audiences
  • Design and conduct training and public events focused on technology for development and libraries
  • Contribute to new business development efforts, including assessments and proposal writing
  • Provide supervision, mentoring, and guidance to junior staff and interns
Qualifications
  • Master's degree in LIS, or comparable degree
  • Significant international experience, including time spent living and working overseas, and relevant language skills
  • Familiarity with technology for development trends and approaches
  • Library or information management experience, preferred
  • At least two years of management experience, including supervision of junior staff
  • Experience managing discrete projects
  • Superior writing, editing, and oral presentation skills, evidenced by professional experience and success
  • Strong organizational skills including ability to prioritize and multi-task
  • Proven ability to work as part of a team
  • Regional expertise in Eastern Europe or Southern Africa preferred
